Bath is heralded by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as an international heritage city and is often perceived as being home to an affluent society. The city's economic backbone is, however, supported by various areas and populations that require an investment in physical and economic regeneration.

Statistics collected through census information, market research and public consultation reveal that certain areas of Bath exhibit a comparatively high percentage of unemployment, social exclusion and economic deprivation of populations characterised by a low-skill base, health inequalities and child poverty.

The Bath Communities Partnership was therefore established in 2000 to empower local community groups to regenerate their neighbourhoods and in so doing, promote a sense of ownership and pride in their areas. The partnership is comprised of local community groups, voluntary organisations and private sector members and was brought together to work on behalf of those neighbourhoods and communities in Bath with the greatest need.
